Clara H. Cao – Founder & Executive Director

Ms. Clara H. Cao is a Canadian technologist and cultural leader whose career spans over two decades in software engineering, product development, and systems architecture. With a formal academic background in computer science, Ms. Cao is a trained software engineer and a certified Microsoft Application Developer (MCAD), with extensive experience in designing, coding, and deploying large-scale software systems.


Originally from China, Ms. Cao began her career at a regional telecommunications and broadcasting company, where she quickly rose to the role of national project director. In this capacity, she led the development of the Chinese railway radio dispatch system — a mission-critical communication platform adopted nationwide by railway networks. She oversaw the full project lifecycle, from technical design to field implementation, and traveled to over 50 cities to train staff and ensure system integration across regions.


Since immigrating to Canada in her early adulthood, Ms. Cao has worked in the software and IT sector for more than 20 years, contributing to both private and public sector projects. Her technical expertise includes multiple programming languages and frameworks, such as C#, .NET, C++, VC, VB, HTML, JavaScript, and MCS-51. Her work has ranged from embedded systems to commercial applications, always driven by a deep commitment to innovation, precision, and long-term impact.


Fluent in both English and Mandarin Chinese, Ms. Cao brings a global perspective and a systems-level understanding to her work. Beyond her technical career, she is a passionate supporter of classical music and the arts. Her deep love for the concert tradition, coupled with her belief in the social power of cultural expression, led her to found Harmonaire Musique, a Canada Federal non-profit organization dedicated to promoting classical music and supporting the next generation of artists.


As Founder and Executive Director, Ms. Cao envisions Harmonaire Musique as a platform where emerging talent, intercultural collaboration, and digital innovation converge. Her leadership reflects her unique ability to connect technology with culture — engineering infrastructure not only for machines, but also for artistic futures.


Under Ms. Cao’s guidance, Harmonaire Musique is building an inclusive, forward-looking musical landscape for Canada and beyond — one that champions artistic excellence, cultural exchange, and lasting community value.
